The file /etc/default/tftpd-hpa has the wrong path to the tftp directory, as follows: TFTP_USERNAME="tftp" TFTP_DIRECTORY="/srv/tftp" TFTP_ADDRESS="0.0.0." TFTP_OPTIONS="" The tftp directory path should be /var/lib/tftpboot.
